From the Officer Administering the Government, Hongkong, to the Secretary of State, London, dated 6th June, 1904.
Referring to your telegram of 31st May, discontinuance of indentured emigration from Hongkong will render very difficult recruitment of coolies for South Africa. Coolies come forward readily if port of embarkation is Hongkong, partly on account of long established emigration from here and also owing to full confidence in protection afforded by British Officers. Recruiting in China under Convention for Hongkong as port of embarkation can easily be arranged with Chinese Authorities, Canton. Do not understand what is the difficulty.
