Telogram. The Officer Administering the Government of Hong Kong to Mr Lyttelton.

Referring to my telegram of 6th May Viceroy Canton will not permit recruitment of Transvaal coolies pending instructions from Weiwupo. Urge strongly recruiting under Convention for Hong Kong embarkation port should be authorized by Chinese Government. Hong Kong is a deep sea port of shipment. Vessels conveying Chinese Emigrants cannot proceed to Canton on account of too great draught. Elimination of Hong Kong will cause very serious curtailment supply of South China coolies.
