As to the Lunatic Asylum I believe that a new building would cost between $40,000 and $50,000 but other works might be considered more pressing and if the recent legislation is approved by you and turns out to be successful in preventing the introduction of imbeciles a new Asylum may not be required.

The overcrowding at the Gaol has already been dealt with as far as is possible pending the construction of a Convict Prison at Stonecutters' Island. Incarceration in the Branch Prison may not have as deterrent an effect as could be desired but it is the best arrangement that could be devised to meet the necessity of the moment.

5.

The remarks of Dr. Thomson on the effect of the carbolic acid treatment of Plague patients are very interesting and encouraging.
