With reference to Sir Henry Blake's Despatch No. 331 of the 6th July last, I have the honour to transmit to you twelve copies of the Report of the Principal Civil Medical Officer for the year 1903, to which is attached the Report of the Superintendent of the Government Civil and Maternity Hospitals, & Report by the Medical Officers in charge of the Lunatic Asylums, the Infectious Diseases and Gaol Hospitals, a Report of the Inspecting Medical Officer for the Tung Wah Hospital, a Report by Dr. J. C. Thomson on the Plague cases treated at Kennedy Town Hospital up to the 6th July last year and a Report by the Government Analyst for 1903.

2. The necessity for a new Operating Theatre referred to has already been before the Government but in view of the present large building programme now fully occupying the attention of the Public Works Department it is not considered possible to provide for this work in 1905, moreover it is not I understand the most pressing requirement of the Medical Department. I hope however that funds may be provided next year for aseptic fittings and furniture for the present theatre thus rendering the question of a new theatre less urgent.
