I have sought a reason for conferring the power of deportation to Hongkong by the Order in Council of 1865, and can think of no other reason than that, at the time of the passing of the 1865 Order in Council, there was but little direct communication with England from the Treaty Ports and it was often necessary to deport to Hongkong first, leaving it to the Governor of Hongkong to deport thence to England.

However that may be, it seems that some of the provisions of Part XIII of the 1865 Order in Council are prejudicial to the interests of this Colony.
