-able and detrimental to shipping, and the following amendments in it appear to me to be urgently required, namely:-
(1). In clause 3 (1) the deletion of the words "without permission from the Principal Civil Medical Officer or Medical Officer of Health. The master of a vessel, who deems it absolutely necessary to land a lunatic in the Colony, ought to have a right to do so, and I think that the new subsection (2) of clause 3 which I propose and to which I refer below will put the question of reporting and landing a lunatic in this Colony upon a proper basis.
(2). In clause 3 (1):- Delete "or suffering from leprosy". As above explained, lepers, if they cannot come down by steamer, will come down by junk.
(3). In clause 3 (1):- Substitute for the words:- "Such person become lunatic idiotic or imbecile or become infected with such leprosy after embarkation at the port or place from which he shipped". The words "he had no notice or knowledge at the time of the embarkation of such person that such person was either lunatic, idiotic or imbecile".
(4). Introduce a new clause 3:(2) to run as follows:- Any master of a vessel who intends to land any such person in the Colony shall give notice of such intention to the Principal Civil Medical Officer or to the Health Officer of the Port and the Principal Civil Medical Officer shall forthwith cause all necessary arrangements to be made for the reception care and maintenance of such person.
(5). Make present clause 3 (2) clause 8 (3) and substitute in it for the words "without such permission as aforesaid" the words: until he can be handed over to the proper authorities in the Colony".
