I have the honour to acknowledge the receipt of your Despatch No. 133 of 29th April and, with reference to paragraph 2 thereof, to transmit for your information copies of the documents noted in the margin.
2. As regards the question of the deportation of persons to this Colony under the China and Japan Order in Council, I have the honour to transmit copies of letters sent by this Government to His Britannic Majesty's Consul-General at Shanghai.
3. I would add that when the necessity to deport persons to this Colony does not exist I am of opinion that such deportation should be strenuously opposed and discouraged. At the same time it is clear that under the Imbecile Persons Introduction Ordinance as it now stands permission to land an imbecile whether deported under the Order in Council or when the party is a native of the Colony would in no case be withheld.
4. In conclusion therefore I have the honour to request that in view of the above you will give me definite instructions.
