present seven very good 3rd. class men with from 6 to 9 years service. I suggest therefore that instead of 4 2nd. Class and 26 3rd. Class we have in future 15 of each class.

Petitioners draw a comparison between the pay of a 2nd. Class Guard ($14) and of a 3rd. Class Police Constable which they estimate (including remittance allowance) at $18.65. A Gaol Guard however does not require anything like the training and knowledge of a Constable, and there is no reason why he should be as well paid as the latter. If a Gaol Guard is any good he pretty soon earns promotion to the rank of Assistant Warder, when he is just about as well off as a Police Constable. I think however the number of the 2nd. Class Guards might be made the same as the 1st. Class, as I have recommended should be done in the case of the 2nd. and 3rd. Class Assistant Warders.
The cost of my proposals would be as follows:-
11 2nd. Class Assistant Warders in place of 11 3rd. Class: Per annum. difference. 5 1st. Class Guards in place of 5 2nd Class Guards... $528 Total. $120 $648.I have etc.,
