I have the honour to request your sanction for a scheme of classification of the Warders of the 2nd and 3rd Class and the Guards in Victoria Gaol which I propose to place on the Estimates for 1905. The proposed change will require an additional expenditure of $7648 per annum.

I forward for your consideration a copy of a report by the Captain Superintendent of Police in which the reasons for this proposed rearrangement are set forth together with the petition of the Staff on the subject. I concur in the views expressed by the Captain Superintendent of Police and have the honour to submit the scheme for your favourable consideration.
