(2.) In cases disallowed but when the claimant can show occupation for a period of years and has a strong moral claim for compensation, recommendations for compensation should be made.

(3.) In cases that it is desirable to allow, the Taxlord should be put in as a Landlord with power to revise his tenants' rentals, or else a recommendation for buying out the Taxlords' rights either by the perpetual Lessees or by the Government should be made, since the object is to abolish the system of Taxlord and perpetual Lessee.

4. It is probable that it will be found most satisfactory for the Government to buy out the Taxlords' rights. A calculation has been made and it is estimated that at the most it will cost $50,000 for the Government to acquire all such rights. Such sum would be well spent, for the abolition of the objectionable system would put an end to the disputes between the Taxlords and their Lessees, and the Government would be in a position to recoup itself by raising the Crown Rent paid by the actual cultivators.

5. As the land settlement proceeds, titles are being issued and a new rent roll at enhanced rates made, rates hitherto levied being found to be very much too low.

It is desired to deal finally with these Taxlord claims simultaneously with other claims in each District, and I have therefore to ask your authority to spend a sum of not more than $50,000 in buying out Taxlords' rights. Once these are disposed of, the rest of the land settlement should proceed quickly with considerable advantage to the revenue of the Colony.
