have declined to sign the certificate

because latterly Mr. King was not steady and did not attend to his duties as he ought to have done. At the same time, no case came to my notice of such a kind as to justify my reporting him. The fact that he was placed in charge of Crown Lands Work for a time by Mr. Ormsby really unfitted him for his proper duties and I attribute his unsatisfactory conduct largely to that.

As it only affected the latter part of his

period of service, I think it would be met by a reduction of, say, 5%.
