men with no Police Service in cases where trained Officers cannot be obtained. I believe that such an arrangement would materially assist recruiting for the Police Force of this Colony.

If this suggestion is approved by you, Mr. Mackie should be paid the expenses incurred by him in travelling, advertising, &c., as well as a bonus for every recruit passed by him or engaged on his recommendation if such recruit is not already in the Police Service at home.

The sum of £1 per head might be considered fair and reasonable, but the Crown Agents should be empowered to arrange this matter with Mr. Mackie direct.
