Straits will apply equally to the present case. It seems to me that the Banishment Ordinance has been worked out as far as possible.
As to Blake's argument about the treaties with China, we are pledged to expel the inhabitants. The bill introduces a new principle, as hitherto only persons of certain natures have been banished.
However, as you state in your telegram of 11th March, the bill has not been proceeded with. I need not say that the matter is of great concern to the country.
