In reply to your telegram of yesterday's date not true: British Minister at Peking has been informed numbers of men willing to proceed but no contracts have been made pending settlement of regulations with Chinese Government: are they under discussion London or Peking? urge early settlement inasmuch as delay will render emigration new country unpopular. When may reply be expected to my telegram of 9th. April?
