In reply to your telegram of the 20th instant, I had the honour of sending you the message of which a copy is enclosed. I also enclose copy of my telegraphic reply to an enquiry on the same subject addressed to me by His Britannic Majesty's Minister at Peking.

I trust that no undue delay will occur in finally settling the regulations with the Chinese Government, which is the only obstacle to this emigration flowing from here to South Africa through the usual channels and under the safeguards which have been found sufficient for Bangkok, Honolulu, Japanese Ports, Mauritius, Mexico, Straits Settlements, United States of America and British Columbia.
