Weihaiwei Government will contribute to Mr. Johnston's pension as the Transvaal will to Mr. Walter's, though in view of the difference in the pension rates of the two places Hongkong being a tropical Colony and its officers entitled to climate bonus the Weihaiwei contribution will probably be larger than that of the Transvaal.

Mr. Johnston's passage expenses will have to be paid, and, on the grounds of equity, apart from this difference in pension contributions, it appears right that the Transvaal should pay the passage expenses from Hongkong to Weihaiwei and back incurred by Mr. Johnston; as soon as the amount of these are known, the Crown Agents will be instructed to make the necessary payment from Transvaal funds.
