except that the maximum limit to the period
during which an officer may count such leave
as full pay service for pension purposes is
fixed at one year instead of three. The
Transvaal will accordingly contribute to Mr.
Walter's pension on the same basis as to Mr.
Cowan's, and if it should eventually be
thought necessary to extend his service under
the Transvaal Government for more than one
year, such extension would come under the
rule laid down in Mr. Chamberlain's despatch
No. 765 of the 11th of July 1903.
4. I have also to explain that in
consequence of Mr. Walter's appointment it has
been necessary to borrow from Hongkong the
services of Mr. R.F. Johnston of the Civil
Service of that Colony to act during Mr.
Walter's absence as Secretary to the Govern-
