With reference to the correspondence noted in the margin, I have the honour to enclose for your information a copy of a despatch which I have addressed to the Governor of the Transvaal relative to the liabilities of that Colony in respect of the pensions of the officers borrowed from other administrations for service as Chinese Emigration Agents. A copy of the despatch of 11 July 1903 referred to therein is also enclosed.
