I have the honour to acknowledge

the receipt of your despatch No.169 of the

21st of April with regard to the temporary

transfer of Mr. R.F. Johnston to Weihaiwei.

2. As regards pension arrangements,

I have to enclose for your information a copy

of a despatch which has been addressed to the

Governor of the Transvaal relative to the

liabilities of that Colony in respect of the

pensions of the officers borrowed from other

administrations for service as Chinese emi-

gration Agents.
