The St. Helena Rules concerning which the Weihaiwei draft now with Treasury follows is similar on this point to Hongkong.

In telegram to Singapore offering said port to Cowan it was stated "Transvaal to contribute towards his pension in proportion to duration of his service with them" a copy of this tel was sent to Treasury on 10700/04.

The appt of M. Walter was on same terms as in Cowan's. Johnston's should be similar.

No doubt the drafts prepared by Mr. Harding will deal out even handed justice.

But it seems to me there is a technical objection an insuperable obstacle at this time.

As I understand that Transvaal has no pension law yet, it would be better to write to Lord Milner & Hongkong & Weihaiwei putting the arrangement on a certain footing.

They are granted "on certain conditions".

If we had cases of leave on grounds of public policy Messrs Waller & Johnston & this special service longer than the one year contemplated - the regulations are easily to be amended.

The F.M.S. regulations are to pay a pension to a man after serving the Crown.

According to my arithmetic, the loss of Wei Hai Wei would be £620 per annum if Walter is allowed for a year.
