From the Officer Administering the Government, Hongkong, to the Secretary of State, London, dated 29th March, 1904.

Referring to my telegram of yesterday urge strongly that best practicable arrangement will be establishment of central depots Hongkong Weihaiwei allowing emigration flow thither as at the present time for Singapore Borneo elsewhere and that Transvaal pay Chinese Government fee 1 dollar each coolie shipped from either depot for South Africa.
