Four Dollar fee was only to apply to emigrants for the Transvaal.

Finally, I pointed out in my first telegram the necessity for safeguarding this Colony against the presence in it of a Chinese Consul and ventured to add that Weihaiwei should be similarly safeguarded. The objections to such an appointment were stated in Sir William Des Voeux's Despatches Nos. 12 of the 22nd January, 1891, and 27 of the 4th February, 1891.
