San On Magistrate, Mr. Clementi paid several visits to Canton and Nam Tau in connection with his investigations, made a close study of Chinese land law in general and of the circumstances of the 'U' and 'K' and Ho Lap Pun cases in particular, and furnished the Government with a series of reports and affidavits which enabled the cases for the Government to be placed on an unassailable basis. Mr. Bowley refers in his letter to the help given him by Mr. Clementi, and in a further minute he has stated the opinion that without his assistance the cases would not have been conducted to a successful issue.
Mr. Clementi has displayed remarkable ability and an untiring industry in his study of these cases and has qualified himself to be regarded as an expert in Chinese law relating to land tenure.
