Referring to my telegram of yesterday urge strongly that best practicable arrangements will be establishment of central depots Hongkong, Weihaiwei, allowing emigration flow thither as at the present time for Singapore, Borneo, elsewhere and that Transvaal pay Chinese Government fee $1 each coolie shipped from either depot for South Africa.
