The "Sheung Fo" is a newspaper and is the organ of Kang Yu Wei's party. The expression of the sentiments contained in the attached extract is nothing more than what it is reasonable to expect from Kang's disciples. Kang's published writings abound in the bitterest anti-European sentiments, and I have always been at a loss to understand the interest taken in him by the British Government. Before I went on leave in May, 1902, Dr. Ho Kai and myself submitted to Sir Henry Blake a translation of extracts from Kang's writings and it ought to be on record in your office or at Government House. I recommend the banishment of Kang Yu Wei, of Wong Kwan Yam (1), the registered printer and publisher, and of the four registered proprietors of whom only one is known to be in Hongkong at the present time:-

Chan Wai-ngok (1) Canton.
There are four or five editors but it is possible to obtain the name of only one Lau Ching-lun (2)†. Perhaps he will be willing to give the information necessary to ascertain the individuals directly responsible, and I recommend that his banishment be conditional.

I believe that the publication of these two extracts is due to the reported Japanese success in the present war, and that there has been a change, noticeable to a Chinese scholar, in the tone of all the other Chinese Newspapers in the Colony during the last few days, due no doubt to the same cause.
