I think, be regarded as on the whole, satisfactory, seeing that a large number of the offences against discipline reported were of a trivial nature and difficult to repress where Indians and Chinese are concerned.

4. With regard to the remarks on the New Territory, I may state that the Government has been in communication with the Acting Consul-General at Canton as to the incursions of robber bands from the Chinese side, due I believe to the removal of the Major Chan referred to, and the Consul-General has impressed on the Chinese Authorities the absolute necessity of maintaining order and restraining these desperadoes.

5. I am considering with the Acting Colonial Secretary and the Acting Treasurer the adoption of some better method of collecting the Crown Rent in the New Territories, the existing methods not being satisfactory.
