With reference to Sir Henry Blake's Despatch No. 186 of the 8th of April last, I have the honour to transmit for your information six copies of the Annual Report on the Police Department by the Acting Captain Superintendent of Police, which includes the usual Criminal Statistics, the report of the Master in charge of the Police School, and, this year, particulars respecting the New Territory previously embodied in a separate report with other matters affecting the New Territory.

I have carefully watched the effects of the measures instituted last year and already communicated to you, to cope with the increase of crime, and I am not without hope that the slight improvement noticeable indicates a prospect of a better state of things, especially in view of the increases to the Police Force and the improved arrangements being made with your sanction. A very large number of bad characters have been banished from the Colony during the past six or eight months and it is hoped that the state of the adjacent Chinese Provinces will not in the near future lead to such an influx of undesirables as occurred last year.
