**MEMORANDUM**

With reference to Major Dopping Hepenstal's letter No. 76/174/M of the 28th instant and previous correspondence on the subject of the proposed new Rifle Ranges behind Kowloon City, I am directed to invite your attention to the fact that the Government only undertook to bear the cost of forming the rifle butts, as stated in paragraph 3 of my letter of the 30th January last. With regard to the items mentioned in Major Dopping Hepenstal's letter under reference, I am to state that the Colonial Government can only furnish the two galleries, the target store and the firing points. The Government however will allow the Military Authorities to put up such additional structures as they require subject to their removal without compensation when the Government finds it necessary to call upon the Military Authorities to discontinue the use of the range.
