As to the first part of the tel., the matter has been very fully considered after the colony, by a deptintl. committee hearing the newo of I on two separate occasions, & we must I subind adhere to the decision at end of par I of desh 1329 that the question cannot be reopened

Referring to your despatch No. 26, 15th January. See ninth paragraph of Officer Administering the Government No. 258 18th June, 1902 transcribed telegrams. They explain clearly that colony contemplated acquiring park by amicable exchange.
Colony cannot afford liability for $490,000 with respect to park. Would rather give up park which is not necessary on sanitary grounds. Am informed that military authorities desire purchase private land (?Kowloon) for purposes of submarine mining at cost of £40,000.
Colony would be held liable (to) pay this if proposal contained in your despatch accepted. Mention is made of this lest credit taken for sum mentioned in connection with Imperial Estimates for financial year ending 31st March, 1905. Despatch follows by mail.
