I may add that the Chamber of Commerce and the Shipping Companies were opposed to the legislation, but after the fullest consideration of their objections the Government concluded to proceed with the measure which met with the support of the majority of the Unofficial Members of the Legislative Council. I feel bound to observe that I cannot foresee that any hardship or inconvenience will be caused to anyone provided that reasonable care is exercised in the ordinary course.
