With reference to your telegram of the 11th instant and my reply No. 55 of the 12th instant, I have the honour to transmit for your information the enclosed copies of a further Proclamation which I caused to be issued on the 15th instant regulating the supply of coal to belligerent warships. I presume that you will furnish me from time to time with the names of belligerent ships which may have coaled at British Ports during the continuance of the war.
