In compliance with the second paragraph

of your Excellency's letter of this date, I have the honour to

inform you that I take full responsibility for the neutralisation of the ten wounded Russians on their recovery, as the

matter has been settled at Chemulpo between the Japanese Commander and the Captain of the "Talbot" empowered by me to act

for me.

I have been directed by the Admiralty to

do as I think best with the wounded, and having, as far back as

the 11th. instant, informed the Japanese Authorities that I

should consider them as neutralised, without any dissent from

the said Japanese, I accept their acquiescence, and am - as I

have said - ready to take the responsibility should any question

arise hereafter.
