Foreign Office, February 12, 1904, 11 p.m. THE crews of the two Russian vessels destroyed at Chemulpo have, we are informed, taken refuge on board the British, French and Italian men-of-war in harbour.

It seems clear that according to established usage now specifically accepted by terms of Article 57 of the Hague Convention of 29th July, 1899, these men must be interned until the conclusion of the war; and instructions will be given to the British Admiral accordingly.
