I attended a conference at the FO at 4 p.m. today. Mr. Campbell, Mr. Langley, Mr. Thomas of Admiralty, and myself were present. It was arranged that the Admiral in the China State should be asked what arrangement he had made as to transport, guard, etc. on the voyage to either India or Ceylon.
I said that Ceylon would require a guard of troops and liberty to hand an order to authorise the Ommy India confinement & troops were internment as a place always available there & the Boer camp had just been vacated so that quarters would probably be available.
The FO will consult India Office as to the interment there. Meanwhile, I undertook to tell the Governor of Ceylon that it is possible that we may have to send 325 Russian sailors to be interned and ask if quarters in Boer Camp are available & who he will require troops as all expenses met by Imperial Govt.
I submit off tele UBY 15724 intention H.M. Govt. to intern in British territory the Russian sailors rescued at Chemulpo by "Talbot". H.M.G. strongly deprecate proposal to land here to guard or troops elsewhere taken from Hongkong.
