Telegram from the I.G. of Hong Kong had the Commissioner

of Weihaiwei was in the habit of applying to him

for instructions; and I do not learn that there was good or particular reason for having telegram forwarded from it in

for Singapore to Weihaiwei. I feel it had better be

all dealt with at home consequently time
