Made by the Officer Administering the Government Council under the authority of Section 42 of the Merchant Shipping Consolidation Ordinance, 1889, this ... day of ..., 1904.

1. The use of Searchlights by Foreign Ships of War is prohibited in the ports or harbours of the Colony unless permission has been first obtained from the Governor by application made through the Colonial Secretary.

2. Examinations or Surveys of the shores or Waters of the Colony by Foreign Ships of war or by means of their boats is prohibited.

3. Foreign Ships of War arriving within the waters of the Colony too late to come into the harbour are to anchor as near to Green Island as possible, or in Junk Bay, (Chung Kwang Wan).

4. No other portion of the waters of the Colony except the Man-of-War Anchorages may be used by Foreign Ships of War without permission having been first obtained from the Governor by application made through the Colonial Secretary.
