Sir,

I have the honour to transmit for your information the enclosed copy of Rules which have been drawn up by the Governing Body of Queen's College after consultation with the Head Master regulating certain entrance examinations and promotions in that Institution.

2. The Head Master has protested against their adoption by Government, but I am of opinion that they will not interfere with his general powers to regulate admissions and promotions subject to these rules, which are rendered necessary on account of the re-institution of the scheme for Chinese Classes which was approved in your predecessor's Despatch No. 343 of the 11th September last.

3. I take this opportunity of informing you that the five Chinese Masters for whom provision has been made in this year's Estimates and whose names are given in the list attached, have been appointed from the 1st instant on probation for the period of one year.
