I
am now to
request you to proceed
as
you proposed in
your letter
of
the
16th of September last taking into consideration
the further information supplied, and to
now
also
advise the Secretary of State
what rule should be
adopted for the commutation of widow's pensions under section
23 of the ordinance as
the section as it
stands
seems hardly
satisfactory.
In Lyttelton proposes to inform the Governor
of Hongkong that as regards
the proposal
namely
to allow officers who
leave the Service
altogether
to withdraw from
the
Fund, he does not
consider
that any
refund of
their
contributions should
be allowed
in such
cases
unless
in
another
colony the amendment an ordinance allowing
of
such refunds
dictated
on
the ground
that it was desirable
to prevent the possibility
of any civil servant
leaving
a
widow
altogether unprovided
for.
