Mr. Young in his report 5.63 of Aug: 15 of 1900 on the criticized ground that the option to continue contributing to the fund might be exercised to the disadvantage of the fund. It appears from the despatch that very few do continue and I think we may disregard the criticism. It is the rule in other Colonies to maintain this rule which was intended primarily for men going to other Colonies.

The Governor proposed in cases of men who leave the service to allow them finally to withdraw from the fund receiving back their contributions as under s.37 of the Ordinance. The refund however in the case ought to be...
