Governing Body after consulting the Head Master, but preferably the last fortnight of July, or last week of July and first week of August shall be the recognised period. The Examiner or Examiners shall report in writing to the Governing Body on the proficiency of the scholars and the condition of the College as regards instruction and discipline, as shown by the examination, but in the Report intended for publication shall abstain from making suggestions as to alterations in method or management, and from introducing all controversial matter. These latter may however be conveyed in a separate confidential Report to the Governing Body who in full conclave shall consult the Head Master in a personal interview, when such remarks or recommendations are under consideration.
(It has twice been attempted to appoint Local School Masters Examiners of Queen's College. The rules should in clear terms render this impossible.
An uncertain date for the Independent Examination is inconvenient for everybody; the date above is the one adopted last July.
It cannot be of any benefit whatever, but rather the reverse, to the reputation of Queen's College, that its Head Master and Staff should be exposed to public ridicule. If the allegations are correct, it is to the interest of Education, that they should be privately considered. If they are inaccurate or distorted, as I have shown is the case with regard to the last Report (in my letter No.75 of 18th November, 1908), the injury done is incalculable; as the reply of the Head Master is not published and the statements are accepted by the public as Gospel truth.

(Regulation 14):- Before publication, the Governing Body shall at the same time send a copy of the Report to the Head Master and to the Colonial Secretary for the information of the Governor.
(The rule clearly intends that a copy of the Report is to reach the Head Master and the Colonial Secretary at the same time. The practice has fallen into desuetude, no copy being sent to the Head Master; but ordinary printed copies, more than a month after being sent to the Colonial Secretary's Office, and having been laid on the table at Legislative Council were delivered at Queen's College.)
