Government House,
Hongkong, 13th January, 1904.
I have the honour to transmit for your information the enclosed copy of a letter which has been addressed by the Chairman of the Hongkong General Chamber of Commerce to His Majesty's Minister at Peking, drawing attention to the advisability of impressing upon the Chinese Authorities the importance of opening to trade the Ports of Nanning in Kwangsi, and Kongmoon and Waichow in Kwangtung.
2.
I am in complete accord with the Chamber of Commerce as to the pressing necessity of opening the Ports, especially Kongmoon and Waichow to British trade.
The question of Nanning is at present moment rather a political one than commercial; but I am convinced that it would be to the permanent advantage of this Colony and of British interests in South China, if Nanning also could be opened to trade at an early date.
I have the honour to be,
Sir,
Your most obedient
Humble servant,

Officer Administering the Government.
