I was glad to learn what Ordinance, if any, sanctioned the punishment. I do not desire to be covered by the existing law, it being decidable that legislation should be framed for soon authorizing "if enacted possible" &c.
You will understand that I do not wish to object to their being Stocks with and an experiment in punishment. It is not Claud it br. imposed unless the use of the stocks as at present assured is authorized by law.
4. It would also appear desirable to draw up rules defining clearly the period during which stocks should be used, so that all danger to the health of the person confined arising from exposure may be diminished.
