In the reports of 26 May, I have never heard of the stocks punishment being authorised in Hongkong, & cannot find any law on the subject.
I think it ought not to be allowed unless carefully guarded with some medical precaution & a time limit, since in the tropics it seems likely to result in sunstroke.
