In 1891, the Hong Kong Government Scholarship (tenable for 4 years) was awarded me, and I duly proceeded to this country to study for the purpose of qualifying as a Civil Engineer.

An application to the Hong Kong Government for employment was made by me on the termination of my articles in 1895, and I was informed that there was no suitable vacancy at the time to which I could be appointed.

In accordance with the regulations thereof I was entitled to a return passage to the Colony at the Government's expense within four years after the expiration of the Scholarship, subject to the time thus spent meeting with their approval. It was my privilege to be accorded an extension of this time so long as I was in the service of the Lagos Government,

The state of my health was such as to render it expedient for me to resign the appointment held
