The red-marked passage sounds peculiar on p. 2 of this letter. Do you know why the Hongkong Govt objected to his appointment?

In a confidential despatch, ask whether the gaming house objected to him at once. After further consideration, I cannot see that this young man has any case whatever. His letter seems to assume that he has some claim on the Hongkong Government, whereas he has not. Whatever it was, it was due to the Agents or Consulting Engineers (Mr. Maces) who had told him that they had consulted the Solicitor who had refused him.

I must say so in a confidential letter. We should tell him that he cannot have a retrospective passage as time has expired. Send copy of correspondence to the Governor and ask him whether he deems it proper to rule out this Candidate on the grounds of professional qualifying, adding that we have since informed Mr. Southey that the Govt had refused to accept him.
