am a retired officer of the Detective Department

of the Hong Kong Police Force.

I joined the Hong Kong Police Force as a Police Constable on the 23rd August 1886 after purchasing

my discharge from the Royal Artillery, in which I held the rank of a non-Commissioned officer.

In July 1891 I was promoted Sergeant in the Hong Kong Force and in 1893 I was appointed to the Detective department.

At that time and for several years previously, for the purpose of suppressing gambling the City of Victoria was divided into districts, each under an Inspector of Police who was responsible for his own district.

As Sergeant of Police I had no special responsibilities in connection with the suppression of gambling.

If I knew of public gambling being carried on, it was my duty to report the matter to the Inspector in charge of the district in which the house was situated or to the Chief of the Detective Department so that he might inform the responsible officer.

While performing detective duties I frequently gave information of gambling in various districts and often executed warrants obtained by the responsible officers.
