Sir,
I have the honour to briefen you that on the 9th July last I applied for 3 months vacation leave followed by 3 months leave on half pay from the 19th September 1903. Upon my application, the Secretary, acting Assistant Colonial Secretary, wrote to me on the 24th August.
2. Leave was pending, my application being referred to "the Commission of Inquiry the Result of which is still pending, my application stood deferred by the Under Secretary of State for the Colonies, &c.
