In reply to your communication of the 25th instant I beg to inform you that I did not receive a reply to the letter addressed to the Right Hon Mr Joseph Chamberlain in February 1900.

Andly in the matter was,

The reason for the delay Colonel Kemp's absence from England during the war, firstly, on account of my being employed in various parts of the country.

The matter has accordingly been allowed to drift. The document you enclosed (which I return) is a copy of two petitions to Mr Chamberlain, sent by me, except that it does not bear my signature. I have, however, now signed it, thus making it a copy of an original petition.
