The Director of Public Works has agreed, so far as the line shown in red upon the enclosed diagram No T2698 is concerned, to the laying of the form of permanent way construction marked "A" upon the enclosed drawing No T2699, which is the form of construction submitted by us on the 31st May 1902.
This does not provide for the extra foundation concrete which Messrs Leigh & Orange at the instigation of the Director of Public Works added to the plan in December 1902.
In the case of double line with side poles the Company is carrying out the requirements of the Director of Public Works, and also in the case of double line with centre poles with the exception of the strip of concrete in the centre, 3' 5" in width, which under the terms of the Ordinance they are not called upon to lay.
We trust that this explanation will be considered by your Department as in every way satisfactory, and will demonstrate fully the fact that the Company have been perfectly consistent in this matter throughout.
We would add, for the information of your Department, that since the Director of Public Works has received instructions that he is not to insist upon the 3' 5" of concrete, he has called upon the Company to discard the centre pole and adopt the side pole construction for a distance of approximately one mile along the Praya East, again throwing additional expense upon the Company owing to the fact that centre poles and fittings had been provided.
