I have the honour to acknowledge the receipt of your letter 44099/1903, enclosing proposals from Hong Kong embodying a proposal to place the Water Police under the partial control of the Harbour Master, and inviting my observations on the subject.

2. I have to state that the "compromise" advised by Sir Henry Blake, and outlined in Enclosures 4 to his despatch, appears to be an excellent scheme, and I am heartily in favour of giving it a trial.

The Water Police have been the source of much trouble...
